While this budget addresses the coming fiscal year, it also reflects a broader vision for Bedford's future. As a
mature community in the heart of the Dallas–Fort Worth Metroplex, our continued success depends upon
thoughtful reinvestment, operational excellence, strategic partnerships, and responsible stewardship of public
resources. This budget positions the City to meet those opportunities while remaining faithful to the values that
have guided Bedford for decades.

I would like to express my sincere appreciation to the Mayor and City Council for their leadership and
thoughtful guidance throughout the budget process. I also extend my gratitude to the City's department
directors and employees whose collaboration, professionalism, and dedication made this budget possible.
Their commitment to serving the Bedford community is reflected throughout this document.

Finally, I would like to recognize the Finance Department for coordinating the development of this budget.
Thank you to our Budget Manager, Anda Upchurch, for her tireless hard work and dedication. Thank you also
to our Chief Financial Officer Brady Olsen and Controller Kimberly Robinson for many hours of meetings and
discussions. Their expertise, attention to detail, and commitment to transparency have resulted in a financial
plan that supports informed decision-making and upholds the City's tradition of fiscal excellence.

On behalf of the City's leadership team, thank you for the opportunity to serve the residents of Bedford.
Together, we remain committed to preserving the City's strong financial foundation while continuing to invest in
