The City’s Strategic Plan is a fiscal planning model that encompasses the other
infrastructure planning models and focuses on the City’s financial capacity, projected
financial capacity and the City’s ability to pay for expected infrastructure improvements and
service programs to meet the needs of the growing population. The Strategic Plan focuses
on the two primary activities of the City of Mansfield, Texas: General Fund Infrastructure and
Services and Water & Sewer Services. These two activities are also referred to as
Corporations of the City which address the basic demands of the citizens and patrons of the
City of Mansfield, Texas.

Fiscal Planning Guide

The Strategic Plan is a business model intended to guide City Council and City
Management in making and evaluating business decisions affecting the community and
managing the City’s organization. These decisions include the allocation of funding for
programs such as public safety, street maintenance, park and recreational venues, water
and sewer services, and the administration of these services. Year over year, these essential
programs are managed and developed to meet the needs of the residents of Mansfield.
