            Description
            Emergency medical services (EMS) is a lifesaving function within the  re department, and the equipment used to assess, monitor, treat,
            and transport patients naturally experiences wear and reaches its end-of-life cycle.
            Stryker Medical has proposed the “EMS Plus program”, a comprehensive purchase plan designed to replace our current cardiac
            monitors/de brillators, Lucas CPR devices, stretchers, stretcher load systems, and stair chairs. This program includes a six-year preventive
            maintenance, service, and repair plan, ensuring long-term reliability and cost predictability.
            Key bene ts of the “EMS Plus program” include:
            •  Modernized Equipment: Ensures access to the most advanced life-saving tools for the next eight years.
            •  New Service Contract: All equipment covered with a six-year service contract to ensure repairs and updates are completed to
            manufactures speci cations. Additionally at the 3 year mark all stretchers are given a complete make over which is not covered on
            standard service contracts.
            •  Trade-in Value: Credit for all existing cardiac monitors/de brillators, Lucas CPR devices, stretchers, stretcher load systems, and stair
            chairs, reducing overall costs.
            •  Service Contract Credit: Additional credit applied for our remaining service contracts.
            •  Fixed Annual Payments: The total cost of the new equipment—minus trade-in and service contract credit—divided into six  xed
            annual payments of $205,667.00, providing  nancial consistency. (Note, payments do not begin until every piece of equipment has been
            delivered)
            •  Full Ownership: At the end of the six-year term, the city fully owns all equipment.

                 Consequences of Not Funding
                 To continue providing the highest standard of care, it is essential that all apparatus remain equipped with modern, reliable
                 equipment. At present, several key EMS devices—including cardiac monitor/de brillators, Lucas CPR devices, stretchers,
                 stretcher load systems, and stair chairs—are aging, with some approaching or surpassing the manufacturer's end-of-life
                 recommendations. While reaching end of life does not equate to immediate termination of use, it does limit the availability
                 of replacement parts and prevents the equipment from being placed on a full-service maintenance contract.
                 If we continue our existing full-service maintenance agreements and purchase new equipment as it reaches end-of-life, it
                 will cost an additional $415,000 over the course of the six-year term of this new agreement.
