            Description
The Facilities Division is requesting funding to continue critical building upgrades at the library, speci cally the replacement of two
additional HVAC units in FY25-26. This effort is part of an ongoing initiative to address aging infrastructure and improve system ef ciency.
In FY24-25, the Facilities Division successfully replaced eight of the sixteen HVAC units at the library as part of a broader remodel. The
current request supports the next phase of this multi-year plan, with the goal of replacing two HVAC units annually over the next four
            years.
This phased approach will enable the complete transition away from the aging geothermal HVAC system, allowing the city to fully
decommission it. Replacing the units in stages will also improve the energy ef ciency and operational reliability of the Library’s HVAC
infrastructure. Additionally, staggering the replacements will help spread out future maintenance and capital costs, reducing the risk of
all units requiring replacement or major repairs at the same time.

                 Consequences of Not Funding
If this project is not funded, the system will continue to fail, which will lead to costly repairs and the discomfort of our citizens
                 who use the facility.
