     2. Evaluate staffing needs annually to ensure departments can be
                   successful in servicing the citizens of Watauga.
               3. Conduct  an  employee  survey  every  three  years  to  strive  to
                  identify areas of improvement in order to retain staff.
               4. Expand  employee  appreciation  efforts  through  recognition,
                   rewards and provide for employee development programs.
