FY 2022-2023 Highlights
Economic Development
Monitored opening efforts and assisted several new retailers and commercial businesses, including Popshelf, Bricks
and Mini gs, Kerbow’s Karats, Cowhide Outlet, Centerpoint Properties, Texas Collision Centers, Octapharma Plasma,
and Murphy USA
Monitored opening efforts and assisted several new restaurants, including Central Of ce Bar & Kitchen, Uzy Pizza &
Gyro, Arlanderz Chicken Joint, The Nutrition Co., Firehouse Bar and Grill, Frezko Taco Spot and GG’s Tortas & Tacos
Monitored and assisted existing businesses reinvesting in the community, including the following:
Grubbs Nissan ($3.5 million remodel)
Wal-Mart Supercenter ($1.2 million remodel)
HEB ISD Transition Center ($2 million to remodel)
Texas Health Resources Hospital - dining hall, conference room, and vending space ($537K renovation)
Parc Place Retirement Community ($410K remodel)
Carter Blood Care - clean room ($400K remodel)
Starbucks ($258K remodel)
Finalized new Economic Development Program Agreements with the following:
Centerpoint Properties, providing reimbursement for the cost of removing two raised center medians on
Reliance Parkway, which serves Centerpoint’s new 180,000 square foot, $11M industrial building at 3671 Airport
Frwy
Rock Island Auction Company (RIAC), relocating their headquarters from Rock Island, Illinois, providing a
façade grant, sales tax rebate, and building permit and tax relief, in exchange for $5M min. investment at 3508
and 3600 Harwood Rd
Continued administration and monitoring of the existing seven (7) active Economic Development Program
Agreements
Initiated expansion of the TIRZ boundaries to include property at 205, 209, and 401 Industrial Blvd., 4101 Airport
Frwy., 1816 and 1820 Bedford Rd., which will offer further development opportunities in the Bedford Commons area
and the area of the recently City-purchased 18.5-acre site at Industrial Blvd. & Airport Frwy
Initiated and coordinated the demolition of the building located on the City-purchased 18.5-acre site at Industrial
Blvd. & Airport Frwy
Continued coordination with developer/purchaser regarding a proposed mixed-use development on the City’s
recently purchased 18.5-acre tract, which will include townhomes, approx. 60,000+ sq. ft. of grocery, retail, and
restaurant space
Continued coordination of development efforts associated with Bedford Commons, which will include townhomes,
multiple mixed-use restaurant/retail sites, an amenity lake, and ex lawn
Staff enlisted services of a private engineering rm to redesign Parkwood Drive, which serves Bedford
Commons
Staff continued coordination with the enlisted private engineering rm to conduct preliminary engineering
work on the site, which includes a new concept plan of the site and all drainage related items
Staff continued to work with the master developer to recruit unique dining options to the project
Enlisted the services of a landscape design rm to develop landscape design guidelines and construction
documents for the City’s 10 existing entryways and medians, as well as two new entryways.
Development
Completed re-organization of the Development Department to merge all previously separate divisions (Economic
Development, Building Inspections, Planning, and Neighborhood Services) into one Department, allowing for
increased communication and ef ciencies in the development processes
Launched a new online permitting and licensing portal which allows citizens, developers, and staff to process
permits, planning and zoning applications, code complaints
Completed all permit/plan review for CenterPoint Properties has completed construction on a new speculative
181,250-square foot Class A warehouse distribution center in Bedford’s industrial sector
Completed all permit/plan review of all permits for Sharieff Garden Homes (22-lot subdivision at Hospital
Pkwy./Pipeline Rd.)
Issued 100 new-business Certi cates of Occupancy, an increase from 78 COs in 2021 and 77 COs in 2020
