MISSION / PROGRAMS / SERVICES:
The Mission of the Watauga Parks Division is to provide our citizens with an outstanding outdoor
experience. We are focused on the quality and safety of our parks which serves to enhance the quality
of life for all citizens and visitors.
• The Parks Division is responsible for the grounds maintenance of all city buildings and parks
which total over 120 acres.
• The Parks Division manages and maintains all aspects such as:
▪ Landscape and lake maintenance contracts
▪ Daily restroom cleaning and trash removal
▪ Daily Splashpad monitoring and operation in season
▪ Playground inspections and repairs
▪ Irrigation system monitoring for efficient operations to include inspections and repairs
▪ Landscape and irrigation installations
▪ Pesticide application as needed
▪ Park facility and amenities repairs
▪ Special events support of the Community Services Division
FY2021-2022 HIGHLIGHTS / ACHIEVEMENTS:
• Continued expansion of wildflower areas at Capp Smith Park
• Expanded site amenities at Capp Smith Park Splashpad
• Flower beds added around Pavilion 3 at Capp Smith Park
• Two digital signs installed at Capp Smith Park
• Replacement of infrastructure coverings at Capp Smith Park
• Added new signage in English and Spanish, around the Splashpad
FY2022-2023 GOALS/ OBJECTIVES:
• Incorporate a rental program of new picnic tables by Splashpad
• Continue to offer wildflower areas at Capp Smith Park
• Continue to maintain park amenities to maximize safe and functional use
• Adjust current levels of service as new, approved staff is onboarded and trained
• Improve visual appeal of city parks and facilities through implementation of best practices
MAJOR BUDGETARY ISSUES AND OPERATIONAL TRENDS:
• Many citizen complaints about outsourced contract landscaping services
• Adjusting level of service to match corresponding staff increase
• Inflationary impact to material costs and supply chain restrictions affecting the timeline of
projects tied to the Parks Master Plan
• Costs of daily use goods and services negatively affecting budget flexibility
