While developing the 2022-2023 Budget and Annual Operating Plan, the management team strongly
evaluated existing service levels and the impact of the proposed 2022-2023 service plan on the City’s
Comprehensive Long-Term Financial Plan, as well as comments received in the FY 2021 Citizen Survey.
The top priorities for City Council and City Management are to provide increased service levels in:
• Streets
• Emergency Operations Center
• Community Engagement
• Software and Technology
• Infrastructure Improvements
Furthermore, Council and Management have developed the following guiding principles for the City:
