Internal Service Funds
The Property & Casualty (P&C) division maintains all other aspects of the city’s insurance program. Utilizing both
self-insured and outside commercial insurance programs, the P&C division focuses on controlling costs from
property and casualty claims and/or litigation. It also strives to preserve and protect the city’s assets through loss
prevention, loss control, and risk financing mechanisms.
The Employee Health & Safety Division helps to educate our city’s workforce on the importance of maintaining
safety processes and controls. Both Workers’ Compensation and Risk Management pursue subrogation when
possible, recovering funds from third parties who are liable for losses paid by the city.
FY2023 DISCUSSION AND SIGNIFICANT CHANGES
The Adopted Budget:
· Increases by $213,556 and one authorized positions (APs) to assist with safety training. The positions are
offset by a reduction in Operating and Maintenance cost.
· Increases by $49,227 for the partial funding of one AP position in the Group Health Fund to assist leave
related needs. This position is offset by a reduction in Operating and Maintenance cost and counted in
Group Health Insurance Fund.
· Increases by $3.58 million due to Commercial Insurance policy increases.
· Increases by $849,404 due to Workers’ Compensation claim administration and cost.
· Increases by $48,376 in salary and benefits for previously approved costs associated with pay for
performance, rising health care costs and pension contributions.
· Increases by $46,775 in General Operating & Maintenance for previously approved costs associated with
risk management and IT solutions allocation costs.
