Water and Wastewater Service Charges Summary
The City's direct Water and Wastewater Utility operations are funded through static, monthly charges levied on all
customers based on meter size. Smaller meters, which 97% of the City's customers use, are accompanied by the lowest
charges while the largest meters carry the highest. The City's FY23 base rates are as follows:

Adding to these base rates are volumetric charges, which are based on the amount of water each customer uses.
These rates do not pay for the City's overhead costs to operate the Utility, but rather pay for the cost of purchasing raw
water and treatment services from the Trinity River Authority (TRA). In December of each year, the TRA begins its new
scal year and adopts a rate to charge each member city based on that city's usage. Colleyville in turn charges each of
its customers the same rate to recoup its costs, thereby creating a pass-through charge from the TRA to Colleyville
customers. As indicated by the TRA, the new FY23 volumetric rates are as follows (rates are per 1,000 gallons used):

The volumetric rates levied tend to uctuate to a greater degree than the City's base rates, as Colleyville's direct
operational costs will typically experience modest increases from year to year. The TRA's costs, however, will depend
greatly upon the cost of chemicals to treat water as well as the amount of debt service the Authority levies in a given
scal year. For FY22, these rates showed slight decreases. For FY23, however, the Authority is anticipating sizable
increases impacting customers. At $13m - $15m annually, volumetric rates will also raise signi cantly more revenue
than the City's base rates, which only need to raise around $3.3m - $3.7m annually.
