CONTRACTUAL SERVICES


        The projected cost of contractual services in 2021-22 in the amount of $2,614,805 decreases by $27,592 from the

        2020-21  re-estimate  of  $2,642,397.    This  category  includes  funds  for  utilities,  professional  services,  dues  and
        memberships, training, and printing services.

        Funds are included in the 2021-22 Budget for the general election and for a run-off election.  Additional funds are
        also included in the 2021-22 Budget for the payment of property tax revenues from the General Fund to the TIF
        Fund.

        MAINTENANCE AND REPAIR


        Maintenance and repair costs increase by $143,973 from the 2020-21 re-estimate of $1,571,692 to the 2021-22

        Budget  allocation  of  $1,715,665.  Funds  for  vehicle,  equipment,  radio,  and  software  maintenance  costs  are
        budgeted near the 2020-21 re-estimate level for 2021-22.  Additional funds in the amount of $150,000 are included
        in the Public Works Department for the maintenance and repair of streets and roadways.

        CAPITAL OUTLAY

        The purchase of capital outlay equipment in 2021-22 in the amount of $139,900 is $42,972 less than the $182,875
        re-estimate for 2020-21.  Funds for both fiscal  years are for  replacement of  Police Department  vehicles.   The
        decrease is because one less vehicle will be purchased in 2021-22. No other capital purchases are budget for 2021-
        22 due to the COVID-19 pandemic and S.B. 2 property tax legislation. A capital outlay is defined as an item or piece
        of equipment that costs a minimum of $5,000, has a useful life more than one year, and/or is recorded as a fixed
        asset on the City's official inventory.

        DEBT SERVICE

        Debt service requirements increased by $302,596 from $1,606,741 in 2020-21 to $1,909,337 in 2021-22.  Principal
        payments  decreased  by  $150,000  in  2021-22  to  $1,370,000  from  $1,520,000  in  2020-21;  interest  expenses
        increased by $449,096 from $86,441 in 2020-21 to $535,537 in 2021-22.  Agent fees remain at $3,800.


        TRANSFERS AND USE OF UNAPPROPRIATED RESERVES

        The 2021-22 Budget and the 2020-21 re-estimate include the transfer of reserves from the General Fund to the
        Capital Asset Replacement Fund; these funds are designated for the purchase of major pieces of equipment in
        future years.  The 2020-21 transfer was $500,000; the 2021-22 transfer is $300,000.

        Projects completed for 2020-21 included the purchase of a new Fire Truck.
