ORDINANCE 2444


                   AN   ORDINANCE ADOPTING AN                    AMENDED BUDGET FOR THE
                   FISCAL YEAR OCTOBER 1,  2020, THROUGH SEPTEMBER 30,  2021,
                   FOR THE CRIME CONTROL AND PREVENTION DISTRICT OF THE
                   CITY OF HORST,  TEXAS,  AND DECLARING AN EMERGENCY


                   WHEREAS,  in accordance with Texas Local Government Code Section
                                   363. 205, the City Council shall approve or reject the budget
                                   submitted by the Board of the Crime Control and Prevention
                                   District not later than the 30th day before the beginning of
                                   the fiscal   year.    The   Council determined that a          public
                                   hearing should be held by the Board and the time and place
                                   was set forth in a notice published ten ( 10)  days prior to
                                   the public hearing on July 17,  2020;        and,

                   WHEREAS,  such public hearing on the budget was held on July 28,
                                   2020,   by the Hurst Crime Control and Prevention District
                                   Board and all interested persons given an opportunity to be
                                   heard for or against any item therein;         and

                   WHEREAS,  the City of Hurst has experienced a myriad of budgetary
                                   shortfalls directly related to the Covid- 19 pandemic forcing
                                   the City to consider and undertake drastic cost- saving
                                   measures;  and

                   WHEREAS,  the City of Hurst City Council firmly supports the men and
                                   women of the Hurst Police Department who bravely stand
                                   to protect the safety and welfare of Hurst residents and
                                   visitors;  and


                   WHEREAS,  the City of Hurst City Council is committed to making every
                                   effort to fully fund its Police Department;        and

                   WHEREAS,  the City of Hurst City Council has no intention to "               defund"
                                   its Police Department;  and

                   WHEREAS,  the Crime Control and Prevention District Board and the
                                   Hurst City Council previously approved the FY 2020- 2021
                                   Budget for the Crime Control and Prevention District of the
                                   City of Hurst, Texas;     and


                   WHEREAS,        the Hurst City Council and the Hurst Crime Control and
