Department: Fire Division: Operations
PROGRAM DESCRIPTION
The Emergency Operations Division is responsible for responding to the emergency needs of the citizens and visitors to the City 24
hours a day. These needs consist of, but are not limited to: fire suppression, rescue, emergency medical services, and hazardous
materials emergencies. Emergency Operations Division is responsible in ensuring all personnel meet minimum training and
certifications requirements as defined by Texas Commission on Fire Protection (TCFP) and the Texas Department of State Health Services
(TDSHS).
The Emergency Operations Division also actively participates in public education programs. These programs include fire safety
education, the Department's Fire & Life Safety Education (F.A.L.S.E.) Clown Troupe, Citizen's Fire Academies, Station Tours, and Smoke
Detector Programs.
FY 2019-2020 HIGHLIGHTS
∗ The Division ordered and received one fire new engine, one new fire truck, and one new medic unit.
∗ One additional Lucas device was purchased for EMS 15 (Automatic CPR assistance devices).
∗ One new patient cardiac monitor/defibrillator device, LifePak 15, was purchased for EMS 15.
∗ New, more comfortable and cost-efficient uniforms were purchased and implemented for all personnel.
∗ One set of replacement rescue tools (a.k.a. the jaws of life) were purchased as part of a four year replacement program.
∗ All departmental rescue saws were replaced as part of a four year equipment replacement program.
∗ Operations Division earned over 50 certifications through Texas Commission on Fire Protection during FY 19-20

∗ Foster a learning organization culture through the creation of a new training team and new employee development programs.
∗ Facilitate employee growth and provide reliable succession through the creation of a new internal promotions program and

∗ Champion best hiring practices through the implementation of a new, character-focused candidate selection and hiring process.
∗ Seek fiscally responsible and operationally sustainable alternate response methods to address the steady increase in calls for
service.
∗ Create a joint Police and Fire training facility within the City limits of Bedford to best meet public safety training needs while
maximizing unit and personnel readiness and to avoid interruptions in service.
Organizational Excellence
∗ Seek best practices in all administrative and operational policies, practices and programs.
∗ Provide the highest quality emergency medical care to the citizens and visitors of the City through the use of the most up-to-date
medical protocols and recognized treatment practices in emergency healthcare.
∗ Continue to support and participate in the NEFDA programs to seek efficient and cost-effective methods of providing specialized
emergency services that would otherwise be prohibitively expensive.
∗ Provide state of the art training and equipment to ensure outstanding levels of EMS, fire suppression and rescue services to the
community.
Communicate & Engage with Citizens
∗ Continue to offer and conduct Citizen's Fire Academy events to the residents of the City.
∗ Continue to offer and conduct life safety educations programs to school children through the F.A.L.S.E. Alarm Clown Gang fire
prevention shows.
