ORDINANCE NO. 3600

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS, TEXAS, ADOPTING THE BUDGET FOR THE
FISCAL YEAR OCTOBER 1, 2019 THROUGH SEPTEMBER 30, 2020,
IN ACCORDANCE WITH THE CHARTER OF THE CITY OF NORTH
RICHLAND HILLS, TEXAS; PROVIDING FOR THE FILING OF THE
BUDGET; ADOPTING THE AMENDED BUDGET FOR OCTOBER 1,
2018 THROUGH SEPTEMBER 30, 2019, PROVIDING FOR
INVESTMENTS AND TRANSFERS; PROVIDING A SEVERABILITY
CLAUSE AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, the City of North Richland Hills is a home rule city acting under its charter
adopted by the electorate pursuant to Article XI, Section 5 of the Texas
Constitution and Chapter 9 of the Local Government Code; and

WHEREAS, the City Manager of the City of North Richland Hills submitted an
amended budget for the fiscal year beginning October 1, 2018, and ending
September 30, 2019 to the City Council as required by the City Charter of
the City of North Richland Hills; and

WHEREAS, the City Manager of the City of North Richland Hills submitted a proposed
budget for the ensuing fiscal year beginning October 1, 2019, and ending
September 30, 2020 to the City Council at least forty-five (45) days prior to
the beginning of the fiscal year as required by the City Charter of the City
of North Richland Hills; and

WHEREAS, the proposed budget meets the requirements of Title 4, Chapter 102,
Section 102. 003 of Texas Local Government Code; and

WHEREAS, the City Council finds that all provisions pertaining to the adoption of the
proposed budget and approval of the amended budget contained in the
City Charter and in state law have been, in all things complied with; and

WHEREAS, in accordance with Section 102. 001, et seq, Texas Local Government
Code, the City Council determined that a public hearing should be held at
a time and place which was set forth in a notice published as required by
law; and

WHEREAS, such public hearing on the budget was duly held on August 26, 2019, and
all taxpayers were given an opportunity to attend and participate in such
public hearing; and

WHEREAS, after full and final consideration, the City Council is of the opinion that the
budget should be approved and adopted.
