tax. Recommended park elements for the renovation of the park include a new parking lot, a new
pavilion, and upgrade of the playground equipment and support facilities. The 2019/20 Capital Projects
Budget includes funding for these improvements at a cost of $811,000.
The FY 2019/20 Capital Projects Budget includes the purchase of 7 pieces of major equipment. The
major capital equipment replacement program was implemented using the recommendations obtained
in an independent study conducted for the city in August of 1993 which recommended a minimum 10-
year replacement for capital equipment. At the 10-year interval, the equipment is evaluated for
replacement based on frequency of use, the number of like equipment in the fleet, equipment condition,
and the availability of parts and service. Highlights proposed in the FY 2019/20 Capital Projects Budget
include: an ambulance, two backhoes, two wheeled loaders, a roller, and a tractor. Funding for this
equipment will come from both reserves and certificates of obligation.
The Capital Projects Budget also includes funding for two support systems. The first is a $175,000
Information Technology project that replace storage area network hardware. The second is a $163,000
project that replaces significant portions of the fueling system at Fire Station #3 and the Service Center.
Conclusion
In closing, the FY 2019/20 Capital Projects Budget includes many projects that will have a positive and
lasting impact for the citizens and community of North Richland Hills. This budget addresses many of
the needs of our citizens, while working towards meeting the goals established by City Council. Each
project demonstrates the results of the commitment and promises made by City Council to the
citizens of North Richland Hills. Thank you for conveying your priorities and goals for the FY 2019/20
Capital Projects Budget to management and staff; without which, North Richland Hills would not provide
the quality of life its citizens deserve and expect.
