It is my pleasure to submit to you the FY 2019/20 Capital Projects Budget. The primary purpose of the
Capital Projects Budget is to include funding for major long-life equipment, construction and renovations
of city facilities, public infrastructure and multi-year planning studies.
This budget includes $13,804,443 in capital projects. Some projects stem from City Council mid-year
budget discussions, others were authorized by voters during bond elections and still others were
identified by city departmental evaluations and examinations of needs.
Funding Through Debt Issuance
Planned debt issuance for FY 2019/20 does not include any funding through general obligation bonds,
but does include $8,555,000 in certificates of obligation. General obligation bonds are backed by the
city’s property tax revenues and must be approved by voters. Certificates of obligation do not require
voter approval; however, there is a lengthy notice and approval process that allows time for citizen input
prior to issuing the debt. The Capital Projects Budget includes funding 14 projects with certificates of
obligation, including:
Northeast Parkway/Davis Blvd. Traffic Signal $ 380,000

Conn Pump Station Pump & Electrical Rehab $ 1,500,000

Small Water Main Replacements (UT1905) $ 440,000
Ambulance Replacement (Unit 977) $ 335,000
Backhoe Replacement (Unit 483) $ 140,000
Backhoe Replacement (Unit 5525) $ 140,000
Fuel System Enhancements $ 163,000
Wheel Loader Replacement (Unit 6602) $ 220,000
Wheel Loader Replacement (Unit 685) $ 220,000
Iron Horse Golf Course Improvements $ 3,000,000
Funding for capital projects does not solely come through the issuance of debt; there are new projects
that will be funded through sales tax dollars, federal and state grants, reserves, impact fees, and the
sale of current equipment.
