Council’s priorities and issues previously expressed in the budget process.
City Council Budget Workshops
Recommendations concerning the proposed budget are discussed with the City
Council. The proposed budget is not actually submitted until after initial
discussions regarding major issues is presented to the Council.
Public Hearing/Budget Adoption
A public hearing on the budget and tax rate is held prior to adoption. Citizens or
any other individual may make formal comment either for or against the proposed
budget. The public also had the opportunity to attend City Council budget work
sessions. City Council may take action to modify the proposed budget per its
discretion. The Council may also adopt a tax rate to support adopted funding
levels.
Budget Amendment Process
Budget estimates may be amended and increased as the need arises to permit
appropriation and expenditure of unexpended cash balances on hand and
unanticipated revenues. Such amendment may be considered and adopted at
any time during the fiscal year covered by the budget by filing the amendments
and upon publishing them and giving notice of the public hearing in the manner
required in the State Code. Within ten days of the decision or order of the City
Council, the proposed amendment of the budget is subject to protest, hearing on
the protest, appeal to the state appeal board, and review by that body.
