General and Utility Fund Balance Policy

2. Any anticipated balance in excess of the three months of Unassigned
Fund Balance in the General and Utility Funds may be budgeted to reduce
the ensuing year’s property tax levy and/or utility rates or may be allocated
by the City Council during the course of the fiscal year for special projects.

3. This policy will be reviewed by the Audit Committee every three years
following adoption or sooner, at the direction of the City Council.
