RELATIONSHIPS WITH OTHER ENTITIES
NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS
The North Central Texas Council of Governments (NCTCOG) was established in January 1966 to assist local
governments in planning for common needs, co-operating for mutual benefit, and coordinating for sound regional
development. NCTCOG is a voluntary association of governments in a sixteen-county region, centered on the two
urban centers of Fort Worth and Dallas. Benbrook is one of over 230 member governments including 226
municipalities, 16 counties, 16 appraisal districts, 132 school districts, 43 colleges and universities, and 34 special
districts. Membership dues, paid annually by the City and budgeted in the Non-Departmental account, are computed
according to a population-based formula.
UNITED STATES ARMY CORPS OF ENGINEERS
The City entered into a contract dated March 24, 1977 with the United States Government to construct general
recreational facilities at Benbrook Reservoir (Dutch Branch Park). Construction of the first phase of improvements was
completed in 1978 and additional improvements were completed in 1980 and 1984. The improvements were
constructed by the Corps of Engineers. The City of Benbrook and the Corps of Engineers agreed to share the cost of
the construction equally. The City's share of the cost was paid to the Government in the form of four notes: one
originating in 1978, two originating in 1980, and the last originating in 1984. Each of the four notes was payable over
a period of fifty years. Payment of these notes and interest was reflected in the Debt Service Fund. In October 2010,
the City Council authorized Staff to pay-off these notes; approval was granted after the 2010-11 Budget was adopted.
BENBROOK LIBRARY DISTRICT
In 1998, Benbrook's voters authorized the collection of a one-half cent sales tax to finance the Benbrook Library District.
This special district, separate from the City of Benbrook, is established to oversee the planning, construction, and
operation of a library within Benbrook. The Board hired the first Director in October 1999; two part-time employees
were added in 2000. In 2000 the Board agreed to purchase the Benbrook Senior Activity Center Building from the City
of Benbrook; this building now houses the Benbrook Library. The City constructed this facility with Community
Development Block Grant funds. The sale of the facility required that the City of Benbrook re-pay all grant funds used
for construction of the facility. In February 2001, the Library hired two full-time Librarians. In 2006, the Library facility
began expansion of the facilities; completion was in 2008. In 2008, the Library hired an additional full-time employee
to provide clerical and administrative support. In late 2011 an Assistant Library Director was hired. In 2012 a third
