BUDGET AMENDMENT PROCESS
BUDGET ADJUSTMENTS
Any adjustment to the budget requiring City Council action must be initiated by the appropriate Department Director.
The Finance Director must then certify that excess funds are available, either a surplus in fund balance or an excess
amount in a separate line-item account. The City Manager must then approve or reject the request for a budget
adjustment. If approved by the City Manager, the budget adjustment is placed on the next available City Council
agenda for consideration by the entire City Council. After the budget adjustment has been discussed by the City
Council, a vote is taken to approve or reject the budget adjustment. Budget adjustments that do not require City
Council action follow the same path as outlined, with the exception of being placed on the City Council agenda. Any
adjustment that exceeds 25 percent of the original appropriation of any fund has to be advertised in the official
newspaper, followed by two public hearings before the budget adjustment may be approved by the City Council.
ADDITIONAL APPROPRIATIONS
Any additional appropriations must be approved by the City Council and filed as an amendment to the original budget
ordinance. The City Council may appropriate additional funds for any reason and the additional appropriation is not
limited as long as the additional appropriation does not cause the expenditure level to exceed the total anticipated
revenues plus any balance of funds carried forward from prior years.
TRANSFERS BETWEEN DIVISIONS
The City Council must approve any inter-divisional transfers as an amendment to the original budget ordinance.
INTRA-DIVISIONAL TRANSFERS
The City Council must approve any intra-divisional transfer as an amendment to the original budget ordinance.
