EFW3: Fund and adopt annual City operating budget, capital
projects and equipment through sound financial policies.
“The Vehicle Replacement Fund should maintain three years of
reserves as identified in replacement schedule.”
The FY 2027 budget includes a transfer from the General Fund
of $2,000,000 towards this goal.
Budget Overview
PUBLIC SAFETY EQUIPMENT
REPLACEMENT FUND Public Safety Equipment
Replacement Fund
The Public Safety Equipment Replacement Fund is Expenditure Highlights
established in FY 2027 to build dedicated capacity
to replace the protective, communications, Operations
medical, rescue, and operational equipment that
police officers and firefighters depend on. Because Life Safety Equipment $414,878
this equipment is acquired and retired in fleets,
its replacement cost would otherwise arrive as Structural Gear $44,900
periodic spikes. Sizing a level annual contribution Replacement
to the long-term replacement obligation keeps
that cost stable and known in advance, ensures Thermal Imagers $32,995
equipment is replaced on schedule rather than Replacement
deferred, and protects the General Fund operating
budget from year-to-year swings. The fund applies
to public safety equipment the same discipline the City already applies to vehicles and facilities.
Revenue and transfer highlights. This budget estimates revenue of $20,000 in interest income and a
transfer of $2,000,000 from the Strategic Initiative Fund to capitalize the fund. Beginning fund balance
is $1,500,000.
Expenditure highlights. Expenditures are estimated at $492,773 and fund the first phase of fire response
life-safety equipment replacement ($414,878), structural firefighting gear replacement ($44,900), and
thermal imager replacement ($32,995).
Fund balance. The projected ending fund balance is $3,027,227. The City intends to treat this fund the
way it treats vehicle replacement and facility maintenance, with a planned annual transfer so the cost is
smoothed and predictable rather than arriving as a spike every few years.
