GENERAL OBLIGATION DEBT OVERVIEW
General obligation and certificates of obligation bonds are primarily used to fund the construction of
roads, sidewalks and other types of facilities. Some projects funded through certificates of obligation
bonds:
- FM 1938 at West Continental Boulevard Intersection Improvements
This project includes right of way acquisition, a new traffic signal, with added turn lanes, and other
paving improvements to improve the alignment of this intersection based on recommendations of
an engineering study of this intersection. Drainage improvements are also included with this project,
Debt Service
specifically the improvement of Critical Drainage Structure #18. These improvements will help alleviate
current traffic backups during peak hours on west-bound West Continental Boulevard at FM 1938. In
addition, the project will also include landscape and irrigation improvements. This project also includes
1,312 linear feet of new sidewalk installation. Construction began in fall 2025 and expected to be
completed fall 2026.
- Public Safety Training Tower
The Capital Improvements Program (CIP) included funding for the architectural, engineering design,
and the construction of the Public Safety Training Tower that is being designed and constructed with
the Municipal Service Center, which is funded through other sources. In 2020, the City Council approved
the purchase of 12.9 acres located on Brumlow Avenue for this combined project. Both facilities are
currently under construction, and the four-story Public Safety Training Tower includes various simulation
rooms and a classroom to provide local training space. The Police and Fire Departments will use the
facility for training and programs, including single and multi-company live-fire training, force decision
making, building searches/clearing, SWAT (tactical entry, building search/clearing, chemical munitions,
etc.), and the DPS Youth and DPS Leadership academies. The facility will also provide the space for
additional uses for other City departments, including Public Works.
- Morgan Road Drainage Improvements
This project includes the planning, design, franchise utility coordination and construction of drainage
improvements along Morgan Road and Cedar Court. Frequent maintenance has occurred in this area
since 2017 when staff became aware of roadway ponding issues due to the local topography and soil
conditions. The sandy soil in this area is highly susceptible to erosion, filling the local bar ditches and
natural drainage way with silt on a regular basis, creating adverse conditions impacting Morgan Road
and Cedar Court. This project will provide drainage improvements including drainage ditches, culverts,
and concrete lined channel along Morgan Road and Cedar Court. These improvements will help to
prevent localized flooding along Morgan Road and Cedar Court and minimize ponding along adjacent
properties. Construction is expected to begin in winter 2027.
