The City has a total of four Tax Increment Reinvestment Zones that receive property tax revenue. Due to
large development projects in each of the TIRZ areas, fund balance decreased 26.35% in FY 2022-2023.
As new residential and commercial properties are added to the tax roll, the City will see an increase in
revenue and fund balance. TIRZ funds are not included in the budget ordinance total.
