SHARED SERVICES AT A GLANCE
Budget Summary
Shared Services include Finance & Accounting, Budget & Purchasing, Information Technology, Human
Resources, Public Records, and the Municipal Court. Shared Services, within the Finance & Accounting
Division, also manages the contracts with Johnson County, Ellis County, and Tarrant County Tax
Assessors, as well as the City’s Sanitation Services provider. The total Shared Services budget increased
14.4% in FY 2024-2025. The biggest increase occurred in the City’s sanitation contract, which is equally
offset by revenue collected. Contract costs for tax assessment are driven by the number of accounts or
properties in each of the counties where City taxes are collected. The third largest budget increase was in
the Information Technology (IT) Division. IT pays for Google workspace licenses for all City employees.
Other software maintenance costs such as Adobe and Zoom were consolidated into this budget. Cost
savings will be achieved by having only one account for the City, as opposed to each department paying
for their own licenses.
Shared Services costs are partially funded by the City’s other major funds via an overhead allocation
transfer at the end of the fiscal year and is calculated on a pro rata basis.
