Commentary on Available Funds
            The CEDC Fund began FY 2024 with an available balance of $7.5 million and is projected to end FY 2024 with $6.9 million.
            By the end of FY 2025, the available balance is expected to decrease further to $6.2 million. The decrease in available
            funds is primarily driven by the fund’s operating and capital expenditures over the two  scal years.

            The primary source of revenue for the CEDC Fund is the 0.50% sales tax. For FY 2024 and FY 2025, we are projecting  at
            sales tax receipts, in line with recent trends where sales tax growth has leveled off. This fund covers both operating and
            capital expenses, including personnel and supplies related to quality of life services such as parks, the library, and the
            Colleyville Center. Planned capital expenditures are minimal, with $625k budgeted for FY 2024 and $735k for FY 2025,
            primarily to offset expenses in the City’s regular capital project funds.

            The City generally maintains a 90-day operating reserve as a minimum for this fund. However, because this is a combined
            operating and capital fund, the City prefers to keep a larger available balance to provide  exibility in cash-funding larger
            projects as needed. In line with the City’s philosophy, we aim to fund as much eligible operating expense from this fund
            as possible. This helps free up General Fund resources for other needs and minimizes the burden on property taxes.

            While sales tax revenue has stabilized, the City remains focused on accumulating reserves in the CEDC Fund for future
            one-time expenditures and capital projects, with no transfers planned to other funds at this time.

                                                       Summary

                The City of Colleyville is projecting $2.66M of revenue in FY2025, which represents a 7.4% decrease over the prior year.
                          Budgeted expenditures are projected to decrease by 23.7% or $818.01K to $2.63M in FY2025.
