Description
The Mobile Command Post (MCP) was purchased in 2003 and is jointly owned by the police and re departments. The MCP provides a
location for the incident commanders to utilize a secured space to carry out command functions during large scale or long-term events
and is used by negotiators during police incidents. Since being acquired, the only updates to the MCP are the replacement of the radios
and adding radios to the communications gateway and the purchase of a generator. Due to the on-board systems, this unit has a
computer operating Windows XP.
This request is for a complete technology update, the addition of two (2) slide outs to increase the internal workspace, and improvements
to ooring, seating, insulation, emergency response equipment, and galley area. The technology update includes replacement of the
data rack, wiring and other related accessories related to the computers, monitors, television, telephone and satellite systems to support
current technology.
To allow for more effective monitoring capability, the following enhancements are also requested:
. Addition of a second mast mounted camera to allow two different views of the incident or allow for simultaneous monitoring of
separate events.
. Addition of a tethered roof mounted drone that will not require a license to operate and will offer unlimited ight time. The drone
will operate with the Axon camera system currently in use by the city. Licensing, warranty and cost for the addition of the Axon
camera equipment, warrant and licensing will span over a (5) year period.
Associated costs include an upfront cost for the refurbishment and modi cation of the MCP, and a 60-month warranty and licensing
subscription spanning from FY2025-2029 for the Axon camera equipment.

Consequences of Not Funding
The vehicle would remain functional, but will also carry the risk that the antiquated technology may cease to work as the
computer platform is no longer supported, and the workspace will not provide adequate workspace for optimum
functionality while monitoring city events or police incidents.
