Director of Development
The City of Bedford Development Depar tment consists of four primar y ser vices, each with unique roles and
responsibilities.
The Economic Development group is one of these services. Its mission is to improve residents’ quality of life and support
local businesses’ sustainability. This is achieved by:
Revitalizing existing businesses and neighborhoods.
Encouraging new commercial and residential development in the City.
Marketing Bedford and the surrounding areas.
Providing excellent customer service to private sector developers, Bedford businesses, prospective businesses,
residents, and visitors.
The Planning and Zoning group has a clear mission: ef ciently manage private property development while supporting
business growth in line with the City’s Comprehensive Land Use Plan. Here’s how they do it:
Preventing Issues: They use planning principles and land use patterns from the Comprehensive Land Use Plan to avoid
problems caused by incompatible land uses.
Balancing Land Use: Their activities ensure there’s enough suitable land for future development while maintaining
property values and proper land use relationships.
Expertise and Policy: The group’s experts develop policies to ensure properties receive adequate public services.
Community Development: These efforts contribute to the community’s economic foundation.
Their customers include private sector developers, Bedford businesses, prospective businesses, residents, visitors, and other
City departments.
The Permits and Inspections group oversees plan reviews and permit issuance to ensure that proposed construction work
complies with the City’s adopted building codes. Their services include timely and thorough building inspections for
citizens, property owners, businesses, contractors, and authorized agents making improvements or changing building
occupancy.
The Neighborhood Ser vices / Code Enforcement group ensures that properties in the City adhere to the Code of
Ordinances. Their mission is to create a safe and healthy community for residents and businesses. They address issues such
as work without a permit, overgrown grass and weeds, trash and debris, deteriorated fences, illegal dumping, unauthorized
signs, and abandoned vehicles. In 2022, the Multi-Family Registration and Inspection Program was re-organized and
assigned to Neighborhood Services to implement the new procedures for enforcing property maintenance codes for muti-
family properties.
