they went to work on offering free events and classes online to all of their patrons. For a while all of
                their services were done electronically and the physical material rentals were put on hold. As restrictions
                relaxed they were able to offer curb-side service to patrons. During this time, they analyzed the time
                taken to process intake, sorting, and cleaning of materials before the materials were ready to be re-
                shelved and checked out to other patrons.

                Library staff currently spends 100 to 200 hours per week manually checking in and sorting returned
                library materials. An automated system will eliminate some contact with returned materials in the check-
                in process, and reduce the number of staff and the amount of time to check in returned materials.
                Service to patrons will improve as the reduction in staff time will provide more time to increase customer
                service opportunities and potentially add new services and programs. Library staff sees a piece of
                equipment such as this as an opportunity to better serve NRH residents and visitors to our facility. This
                purchase will be covered by CARES Act funds as it directly relates to services and processes changed
                by the COVID-19 pandemic.

                Parks Projects

                The Richfield Park tennis court will be replaced to better utilize the space and add pickleball courts,
                which are in high demand. The tennis court has significant cracking, foundation issues, net post and
                center strap issues no longer permitting resurfacing to allow safe play. This project will include replacing
                the existing, partially fenced double court with a fully fenced tennis court and four (4) fenced pickleball
                courts. Parks staff believe that the popularity of pickleball and the newly renovated courts will allow the
                spot to gain more use. This project will also include resurfacing the existing tennis court at Green Valley
                Park. The existing lights will be preserved at both locations. This project will be covered by Park Impact
                Fee Reserves.

                Conclusion

                In closing, the FY 2020/2021 Capital Projects Budget includes many projects that will have a positive
                and lasting impact for the citizens and community of North Richland Hills. This budget addresses many
                of the needs of our citizens, while working towards meeting the goals established by City Council. Each
                project demonstrates the results of the commitment and promises made by City Council to the citizens
                of North Richland Hills. Thank you for conveying your priorities and goals for the FY 2020/2021 Capital
                Projects Budget to management and staff; without which, North Richland Hills would not provide the
                quality of life its citizens deserve and expect
