Mission for Fiscal Year 2020-2021

City management developed priorities and goals based on strategic planning meetings with City Council,
staff and various boards and commissions. These meetings were held to allow for City Council’s input in
developing the City’s Long-Term Strategic Plan and the 2020-2021 Budget. Management and City
Council also revised the Strategic Plan to incorporate revenue and expense estimates in relation to the
national, state and local economy. Management met with key staff members to allow input in the
development of the 2020-2021 Budget. Similar themes, priorities and goals were identified by both City
Council and the City’s staff for the upcoming budget year. The top priority for City Council and City
Management was to provide property tax relief for the citizens.

While developing the 2020-2021 Budget and Annual Operating Plan, the management team strongly
evaluated existing service levels and the impact of the proposed 2020-2021 service plan on the City’s
Comprehensive Long-Term Financial Plan. The consensus of the management team was to maintain
current service program levels to continue to meet the needs of the community and expand services where
fiscally possible.
