                                                    PROGRAM DESCRIPTION

     The Criminal Investigations Division (C.I.D.) is responsible for the prompt and accurate collection of evidence and information in order to
     solve criminal offenses, while protecting the constitutional rights of all parties. The Division is responsible for investigating crimes
     against property and/or persons, and conducting special and undercover operations to include, but not limited to: narcotics, gang
     activities, gambling, and organized crime. Criminal Investigations works closely with the Tarrant County District Attorney's office to
     prosecute criminal cases. In FY2021, the Behavioral Intervention Unit is reassigned to CID, which will create a multi-faceted partnership
     to focus on the victims of domestic violence, while still assisting members of the community who live with mental health related issues.
     The Crime Analyst is charged with keeping officers and local agencies abreast of urgent suspect and/or officer safety issues as they arise.
     The Crime Analyst also analyzes data in order to assist in the strategic patrol deployments and investigation of criminal acts.




                                                   FY 2019-2020 HIGHLIGHTS

        ∗ Continued partnerships with local resources to include One Safe Place, SafeHaven, The Women’s Center, THR HEB, HEB ISD,
         Springwood, Millwood, JPS, and UnBound.  These relationships have allowed the Behavioral Intervention Unit to better serve those
         in need by having direct communication with professionals, and creating immediate connections between the resource and the
         individual.
        ∗ Continue to strengthen and broaden relationships with partners such as with Adult Probation & Pretrial to be in the know if any
         suspects of personal violence bond out of jail with certain bond conditions. Additionally, the Division can be made aware when an
         offender has violated their parole.
        ∗ Trained sworn personnel on new Sexual Assault Informational Packets required by the Tarrant County District Attorney's office,
         along with proper protocols on how to handle victims of these offenses utilizing Best Practices

         ∗ Continue to develop intelligence sharing in cooperation with the Department's Crime Analyst and neighboring agencies in order
           to further investigative leads relating to property and violent crime.
         ∗ Reduce the gap in enforcement actions to bring quicker resolution to cases.
         ∗ Aids in the reduction of repeat victims.
        Organizational Excellence
         ∗ Continue to maintain a low open case load average per detective/investigator.
         ∗ Continue to maintain a case clearance rate above the national average for persons crimes.
         ∗ Crime Analyst - provide the Patrol and Criminal Investigations Divisions with timely and specific crime analysis and statistical data
           for deployment and investigative purposes.
         ∗ Provides services in lieu of officers called to location (BIU).

         ∗ Provide continued follow-ups with victims to facilitate recovery and healing.
