The Donations Fund was created in May 2009 to better track funds received through
water bill donations as well as direct donations to the City for specific purposes. Currently,
Animal Services, Parks, Library, Beautification, Police, Fire, Senior Center, and the Train
and Grain Festival have donation funds available for expenditure. Voluntary donations of
$1 are collected through the monthly utility bill for Beautification, Library and Parks. We
anticipate revenues of $281,840 and expenditures of $185,220 with an operating surplus
of $96,620 that will be used for future authorized expenditures. Ongoing expenses include
books, data processing, and supplies for the Library; highway mowing, seasonal planting
and holiday decorations from beautification donations; and supplies for the annual Fire
Camp, and Easter Egg Hunt. Two summer library pages will continue to be funded with
library donations, 10 light poles will be repainted, and half the cost of the animal services
vaccination program. Beautification donations will begin a public art program.
The General Government Escrow Fund was created in FY 2014-2015 to better track
funds that are received and are to be used for a specific purpose. These receipts will
remain in the General Government Escrow Fund until an appropriate expense is
approved by the City Council. Approved expenses include: advertising for the “Train and
Grain” festival, the replacement of two ticket writers, police overtime expense for bailiff
duty, and insurance deductibles and repairs.
The Water/Wastewater Escrow Fund was created in FY 2014-2015 to better track
impact fee funds that are received and are to be used for a specific purpose. These
receipts will remain in the escrow fund until an appropriate expense is approved by the
City Council. Funds are approved to be used for the construction of the Saginaw
Boulevard 16” Water Line Phase 2 project.
DEBT SERVICE FUND
Debt service requirements for outstanding certificates of obligation, tax notes, and general
obligation are $3,849,795. The adopted tax rate is sufficient to fund the required debt
service payments for the fiscal year.
CAPITAL PROJECTS FUND
The Capital Projects Fund consists of projects as recommended by our staff and
engineers and approved by the City Council. In May 2013, Saginaw voters approved a
$24 million bond issue for East Bailey Boswell Overpass and Road Project. Bailey
Boswell Road is designed as a six lane divided road from Saginaw Boulevard (287) to
Jarvis Road. It will be reduced to a four lane divided road from Jarvis Road to Blue Mound
Road (156). Traffic will be able to stay at ground level from Jarvis Road to Saginaw
Boulevard or take the bridge which will go over two sets of railroad tracks and over
Saginaw Boulevard giving access to the existing commercial developments on the west
side. In FY19/20 construction will begin on the overpass. Tarrant County will provide
partial funding for this phase of the project.
