Community Development
GOALS AND OBJECTIVES
Continue to pursue a permitting process that is efficient and as painless as
possible for those seeking a permit. Create a procedure manual to
document the hows and whys of each type of permit that we handle which
will help to clarify our methods and make changes in staffing easier down
the line. Complete the process of putting all Community Development
documents where they can be located and start taking steps toward a long‐
term goal of a paperless filing system.
Continue to aggressively pursue the big‐issue code enforcement problems.
Refine procedures and strategy to get the best results on persistent smaller
issues. Find new ways to utilize mobile technology to maximize the
efficiency of the department.
Build a business development function for the Richland Hills. Create a good
database and build basic reporting to understand the business environment
we have now. Work with City Council to create an economic development
strategy and an incentive policy. Get involved in creating a “business
community” by hosting events for our business owners to get to know each
other. Strive to be seen as “business friendly” by the new business coming
to town, particularly the new townhome community and the new owners
of the First Industrial buildings. Develop relationships with real estate
types who specialize in redevelopment.
Finally, in all aspects of the department, keep an eye on neighboring
communities to benchmark our practices and hopefully learn some new
approaches to solving problems. Look for opportunities to showcase good
news about our department and our city.
